Google Play services is the hub of all Google, it's used to update Google apps and apps from Google Play. It's the way Android build, without Google Play Services we can't do anything. Most of the Google apps needs this service actually to run. It may take up our phone resources but without it anything would be impossible. It's going to use network, space and battery of our phone. If you don't like something, you can go to Google Play service click installed and will delete the program that turn want to erase.
This update finally comes to android users around the world. The upside, is all our Google Services live in userspace and get updated because of this app. Google is storing new API's in this app now without forcing us to wait for an OS update that'll never come. Just makes our phone update without waiting on OEMS for certain updates. You now have Google Games too, and the Jellybean Malware scanner even on Gingerbread devices. Lets people that aren't on the latest version experience new updates from Google.
